In order to understand wave speed; you must first understand what a wave is. A wave is based on my internet source states " a wave is a disturbance which moves along a medium from one end to the other." When you message from peak to peak you get the distance. And to find the wave speed; speed=distance/time. To measure the speed of a wave, the speed is the distance travels by the given point on the wave something like a crest.
